Tyler Technologies Recognizes 2025 Veterans Service Officers Excellence Award Winners

Third annual awards program honors outstanding Veterans Service Officers

Tyler Technologies, Inc (NYSE: TYL) announced five winners of its third annual Veterans Service Officers (VSO) Excellence Awards, which shines a spotlight on well-deserving VSOs who use Tyler’s applications to process and submit benefit claims to the U.S. Department of Veterans Affairs (VA).

The VSOs recognized this year provide exemplary service to those who have served in our nation’s armed forces, helping veterans more easily access all the benefits they have earned through their military service.

“Tyler is honored to recognize the winners of our third annual VSO Excellence Awards,” said Urvi Pandya, general manager of Workforce Case Management at Tyler. “The submissions we received underscore the important role these individuals and organizations play in serving veterans and their families. Tyler is proud to support this work through our technology solutions as we continue to empower these dedicated public servants.”

The VSO Excellence Award winners are:

  • Innovative Community Support: Outagamie County Veterans’ Service, Wisconsin. Outagamie is recognized for transforming its outreach through the innovative use of technology and mobility efforts. The addition of their new mobile outreach system enables staff to access veteran records via VetraSpec securely, complete and print necessary VA documents on-site, and use Direct Submit for real-time uploads to the Veterans Benefits Management System. This has dramatically improved efficiency and relational support at events.
  • Exceptional Outreach: Cass County Veterans Service Office, North Dakota. This office is honored for its exceptional community engagement, exemplified by its second annual Stand Down event in Fargo. Held on September 11, 2025, the event provided crucial services, including VA enrollment, benefits counseling, and housing support to 318 attendees, including 185 veterans. The event saw a 38% growth in veteran turnout compared to the previous year, with significant increases among younger veterans. The Stand Down event served as a critical lifeline, connecting 15 previously unconnected veterans with VA services and reinforcing the VSO’s role as a trusted advocate in the region.
  • All-Star Community Advocate: Molly S. Weaver-Barry, Kansas Office of Veterans. Molly is recognized for her deep commitment and effective use of technology in her role as a Mobile Veterans Service Representative. As a Mobile Office driver, Molly helps veterans develop claims on the spot using Tyler’s system to ensure document accuracy. She supports colleagues by creating a Tyler toolkit listing all required forms for different claim types and is a dedicated advocate for female veterans. Her genuine care and ability to help veterans understand the complex claims process embody the mission of the Kansas Office of Veterans Services.
  • Software Superstar: Rob Gardner, American Legion Philadelphia VA Regional Benefit Office, Pennsylvania. Rob is honored for his innovative collaboration with Tyler to enhance the VetraSpec application. As a Marine veteran, Rob began as an early adopter and quickly became a driving force behind feature development. His feature requests led to key improvements, including the ability to search veterans by email and adding the zip code to the main title bar for easier VA Direct Submit processing. Rob also pioneered the use of visual images in veteran records, such as displaying medals and status, to boost office morale and allow VSOs to quickly grasp a veteran’s service background at a glance.
  • Awesome Organization: Beltrami County Veterans Services, Minnesota. Beltrami County is recognized for launching the Northern Warriors Outreach (NWO) Mobile Claims Unit, the first of its kind in Minnesota. This innovation addresses significant barriers in their large rural area by bringing services directly to veterans. Utilizing VetraSpec, the team can securely process claims, track documents, and update files in real time during outreach events, streamlining what once required multiple office visits into a single meeting. The Mobile Claims Unit immediately connected dozens of veterans who had never before filed for benefits, demonstrating the program’s measurable impact and commitment to transforming service delivery.

Tyler is the market leader in veterans’ claims management software. Its Veterans’ Benefits and VetraSpec solutions have processed U.S. Department of Veterans Affairs claims for almost half of the nearly 19 million American veterans living today. Twenty-five U.S. states, more than 300 counties, and more than 4,500 VSOs rely on Tyler software to process veterans’ benefits claims daily.
